Hi, I'm about to start working on the mission map of my game.

In AGK, what method would you use to achieve this style?

Would you use 3D with textures?
or use images?

to have icons, arrows, information, text.

Whichever you prefer programming-wise. If you are exporting to mobile or HTML5 and want to limit file size a bit then go the 2D route.
The tech behind the scenes is kinda the same anyway. 2D sprites are just 3D quads with special shaders for the positioning drawn in the sprite-depth based draw order.
Personally I would probably use a screen quad or a screen sized sprite and do it all in a shader to keep things simple.
