how do i build without running, using makeapp?

Im trying to make my Editor Recompile itself..
I still dont really understand this makeapp ..
one time when i run it from Command line, it runs the app after compile
and when i do it from Bat File or from my Editor, it doesnt..

Im confused.. but i keep experimenting
