2.5 D game question

Hi, I'm wanting to make a game using the 2.5D method, such as Transport Tycoon.

I would like to ask you how you should approach the concept of the method.

Since it is 2D, I suppose you have to have an X, Y as the main string, and a Z as elevation.

Is there any basic example of the correct way to use this method?

I was looking at the code examples but I didn't find anything.

more than anything about the part of how to generate the functions of drawing the elements
