Eula missing

Why do mobile apps not require an eula to agree to on install but desktop programs do?

The app stores  have terms/eulas already (as publishers) so you might only need one if you need to extend certsin aspects of the "basic" eula.

Maybe stuff not published via app stores should have an 3ula then.
