..hi guys..my apology for entirely game unrelated question, you folks from english origin, can you tell me what is correct term/name used for this ski boot locking mechanism, shown on pic, marked with red outline..

Different makes of boot will have their own precise name for it based on it's location, but It's general term is a buckle. As are the ones over the toe and the shin.
